Fugitive Captured in Charlestown

boucherOn December 9, 2016, at approximately 1930 hours, Trooper Neilsen conducted a motor vehicle stop on Route 12 in Charlestown, NH.  Trooper Neilsen subsequently identified one of the passengers in the vehicle as Jacob Buchor, Age 23, of Springfield, Vermont. Buchor initially identified himself with a fictitious name.  Tr. Neilsen was aware that Buchor had recently been featured as the Fugitive of the Week in a local newspaper.

Buchor was arrested on an outstanding warrant from the State of Vermont for Violation of Probation, a warrant from the Sullivan County Superior Court for Violation of Probation, and two other warrants in Claremont and Keene District Court for failure to appear at various court dates.

Buchor was charged with being a Fugitive from Justice, administratively, as part of the extradition process to return Buchor to the State of Vermont for his charges there. Buchor was arraigned in Sullivan County Superior Court on December 12th where bail was set at $25,000 cash.  He is currently being held in the Sullivan County House of Corrections.

Springfield MA Man Arrested for Mascoma Bank Robbery

steven-silvaVermont State Police arrested Stephen Silva, 45, of Springfield, Massachusetts today.  Police received information over the weekend that Silva may have been involved in the bank robbery.  On December 12, police searched Silva’s motel room and the vehicle he had been driving.  Evidence of the bank robbery, including clothing worn at the time, was recovered.

The vehicle Silva had been operating was determined to have been stolen out of Massachusetts.  The Connecticut registration plate on the vehicle was also determined to have been stolen.

Hartford Police Department personnel assisted in the investigation.

Silva will currently face charges of Robbery, Aggravated Operation without Owner’s Consent, and Possession of Stolen Property.

Silva was lodged at Southern State Correctional Facility in Springfield, Vermont ($50,000 cash or surety bond.)  He will be arraigned on December 13, 2016 at 1230 hours at the Windsor Superior Criminal Court.

Bethel VT Man Faces Extradition Hearing

schenkerA Bethel VT man will have an extradition hearing in Windsor County Court today for crimes he committed in NH.   Vermont State Police say they arrested Stefan K. Schenker just after 3:00 pm on Sunday after they received a report of a wanted person living in Bethel.  Schenker was taken into custody and was lodged at the Southern State Correctional Facility. The fugitive extradition warrant is out of Grafton County NH. In March Schenker was arrested along with Jennifer Tozzi also of Bethel by Lebanon Police for outstanding arrest warrants on thefts and narcotic possession.   You can see the related story here.

Man Surrenders Without Incident in Saxton’s River VT

VT State Police PatchJust after 3:00 am this morning the Vermont State Police received numerous phone calls from residents that lived on River Street in Saxtons River. They advised of numerous gunshots coming from that area. The State Police immediately responded with multiple units and when they arrived, they heard gunshots as well. A perimeter was formed and it was learned that a male subject who lived on River Street may have been dealing with mental health issues. Troopers reported more gunshots and several rounds were heard impacting houses nearby and in the area of the Troopers. Attempts at contact with this male were unsuccessful and information was developed that a female may also be in the residence where this male was suspected at being.

The Vermont State Police Crisis Negotiation Unit and Tactical Services Unit were dispatched and arrived on scene. A Member of the CNU made contact with the subject, identified as Anthony Smith , 53 years old. He surrendered to Troopers without incident.

Evidence at the scene reveals that Smith shot numerous houses and also evidence was located inside his residence to indicate he discharged rounds within the house.

The Vermont State Police Bureau of Criminal Investigations is taking over this investigation and a more detailed press release will come out soon.

Hartford VT Man Charged with Child Sexual Assault

dinsmore-richardOn November 15, 2016 47 year old Richard Dinsmore of Hartford, VT was arrested after a lengthy investigation. Dinsmore is accused of repeatedly sexually assaulting a juvenile male victim at a residence in Hartford, VT over a period of 7 years. The case remains under investigation and additional charges are expected. Dinsmore was lodged at Southern State Correctional Facility in lieu of $10,000 cash or surety bond. He is scheduled to appear in Windsor Superior Court – Criminal Division on November 16, 2016 at 1230.

Road Rage Shooting Leads to Newbury Teen’s Arrest

newport1On October 23, 2016 at approximately 6:15 pm the Newport Police Department received a report of a road rage incident that involved a subject shooting four rounds from a moving vehicle in the direction of the reporting victim’s vehicle.   Nobody was injured during this incident.  It was reported that this stemmed from a road rage incident that occurred in Newport on the night of October 21st that was not reported to the Newport Police Department.  After receiving the report on October 23rd the Newport Police Department requested that area departments look for the suspect’s vehicle which had distinct traits making it easy to identify.  A short time later Bradford Police Department called and identified who the vehicle was associated with.  The investigation revealed that the suspect resided in Newbury.  The Newbury Police Department was able to locate the vehicle at the suspect’s residence.  Newport Police Department sought and was granted a search warrant for the suspect’s vehicle and home.  The execution of the warrant revealed evidence of the crime.  Additional video evidence was obtained from several sources to assist with identifying the suspect in this case.  Interviews were then conducted with the parties involved and subsequently identified the suspect as Nathaniel Hargreaves 18, of Newbury NH.

 Nathaniel subsequently turned himself in at Newport Police Department and he was arrested for Reckless Conduct with a Deadly Weapon, a class B Felony.  The weapon was found to be a Weatherby 12 gauge shotgun and Newport Police Department does have possession of the firearm at this time.  These road rage events are believed to be connected, but an isolated incident between the two involved parties.

Hargreaves posted $10,000 cash bail and will be arraigned on Tuesday November 8, 2016 at the Newport Circuit District  Court.

Two Arrested After Motor Vehicle Accident
On October 26, 2016, Lebanon Officers responded to a single car accident on Route 4 in the area of Bagley’s Corner. Upon arrival, officers found a single car that had been traveling west on Route 4 had left the roadway and collided with a telephone pole.
The driver of the vehicle, Jeffrey Caron, age 48, of Plymouth, New Hampshire was taken to Dartmouth-Hitchcock Medical Center with apparent minor injuries. Officers learned through further investigation that Caron had been consuming alcohol. He was arrested at Dartmouth-Hitchcock Medical Center and charged with Misdemeanor Reckless Driving and Driving Under the Influence. He was released on $10,000 personal recognizance bail with a court date of January 9, 2017 at the Lebanon District Division, New Hampshire Second Circuit Court. No picture of Caron is available at this time.
The passenger in the car, Kellen Fitzgibbon-Bizel, age 31, of Thornton, New Hampshire was arrested and charged with five Felony counts of Possession of a Controlled / Narcotic Drug for possessing a variety of prescription narcotics that were not prescribed to him. Fitzgibbon-Bizel was released on $10,000 personal recognizance bail with a court date of January 9, 2017 at the Lebanon District Division, New Hampshire Second Circuit Court.
Route 4 was shut down for several hours as crews worked to remove downed power lines. As of 1:00pm, one lane was reopened as crews continued to repair the downed utility pole.
A witness to the crash was able to provide video footage of the vehicle’s operation up to the point when it struck the utility pole. View video footage here


VSP Seize 650 Bags of Heroin During Stop

The Vermont State Police arrested Shelby Cyr and Melyza Rojas for felony Possession of Heroin and False Information to Law Enforcement after a motor vehicle stop on I-89 south near mile marker 10 in the Town of Sharon, Windsor County.  Upon speaking with both the operator and passenger, a consent search was conducted and approximately 650 bags of heroin was located in the glove compartment.  Cyr and Rojas were taken into custody and transported to the Royalton Barracks where they were processed and released on a criminal citation to appear in Windsor County Superior Court on 01/30/2017 at 8:00 am to answer to the charges of Possession of Heroin and False Information to Law Enforcement.

Two Claremont Residents Arrested on Drug Charges


Two Claremont residents were arrested on drug charges after police executed a search warrant at 29 Kenyon Street on Thursday.  Claremont police say the search warrant stemmed from an investigation in cooperation with the NH Attorney General’s Drug Task Force.

Daniel Stevens 36 of 29 Kenyon Street was arrested on two felony counts of sale of heroin with additional charges likely. At his arraignment on Thursday in Claremont District court bail was set at $50,000 cash only.

Also arrested was Cassandra Greer 39 of Grove Street on two felony counts of sale of heroin. Greer’s bail was set at $5,000 cash or surety at her arraignment Thursday in Claremont District Court.

The investigations leading these arrests is ongoing and additional arrests are possible.

Arrests Made in Lebanon Robbery

Two Lebanon men and a juvenile were arrested on robbery and drug charges after robbing a man of his cell phone. Lebanon Police say at approximately 1:20 AM, Lebanon Officers responded to the area of Taylor Street for a reported Robbery. The victim told officers that he had been walking on Taylor Street when he was approached by three males who stole his cell phone and headphones while threatening to kill him and his family.

Based on the physical description provided by the victim, officers made contact with two male subjects at a residence on Elm Street. After a brief investigation, officers discovered that a third male had fled the residence as they were arriving. Officers further determined that the male subject who had fled was the subject who had threatened the victim and robbed him of his property.

Officers sought and were granted a search warrant for the residence where the initial two male subjects were found. As a result of the search, officers located the victim’s headphones and the SIM card from his cell phone at the residence.

The area was searched and the third subject believed to be involved, a 15-year-old juvenile, was located. He was found to have an active Juvenile Detention Order from the Manchester Police Department. He was taken into custody and found to be in possession of the victim’s cell phone.

Antonio Callaghan, age 18, of Elm Street in Lebanon was arrested and charged with Conspiracy to Commit Robbery, a Class B Felony. He was also charged with Unlawful Possession of Alcohol, a Violation, and Possession of a Controlled Drug, a Class A Misdemeanor. He was held in lieu of $20,000 cash bail and transported to the Grafton County House of Corrections to await arraignment on September 22, 2016.

Justin Cohn, age 22, of Elm Street in Lebanon was also arrested and charged with Conspiracy to Commit Robbery, a Class B Felony. He was also charged with Prohibited Sales of Alcohol, a Class B Misdemeanor, and Possession of a Controlled Drug, a Class A Misdemeanor. He was held in lieu of $10,000 cash bail and transported to the Grafton County House of Corrections to await arraignment on September 22, 2016.

The 15-year-old juvenile was transported to a Juvenile Detention Facility to await further juvenile proceedings where he is expected to face Robbery charges.
